Match your concerns about the child to your Local Safeguarding Children Board/ Local Safeguarding Partners’ ‘Threshold document’.
If you suspect a child is suffering, or likely to suffer significant harm and the child requires protection (section 47 enquiry) then you should telephone, without delay, the children’s services duty team where the child lives and make a verbal referral to children’s services.

Your telephone referral must always be followed up with a written referral within 24hrs.
