Statutory Child In Need Referral

Match your concerns about the child to your Local Safeguarding Children Board/ Local Safeguarding Partners’ ‘Threshold document’. If you believe a statutory child in need assessment is required you should make a written referral to children’s services.

A child in need as defined under the Children Act 1989: this is a child who is unlikely to achieve or maintain a reasonable level of health or development, or whose health and development is likely to be significantly or further impaired, without the provision of services; or a child who is disabled. They have complex needs and help may be provided under section 17 of the Children Act 1989 (children in need).

Referrals

For most Local Authorities you will be required to complete an online multi-agency referral form.

In Liverpool this can be completed online here
In Knowsley this can be completed online here.
In Wirral this can be completed online here.

Some Local Authorities require you to email the referral form to children’s services.
Please consult your safeguarding boards website if you are unsure.

You should always receive an acknowledgement of your written referral.
